To all Budget and Appropriations Committee Senators

Dear Senator:

We urgently ask that you help reverse the priorities laid out in this budget.

The priorities set out in this budget [see attached detail] present to the nation and the world a picture of an armed giant, guided by super hi-tech systems, but deficient in understanding that true security requires

  • engagement with the institutions and peoples of the world,
  • consistent adherence to rights and protections, and
  • addressing the needs of populations at home and abroad.
Huge amounts of money can be found when political will exists. The task is to
  • set a broader agenda for "security,"
  • to redirect funds toward international resolution of the causes of insecurity and terrorism abroad, and
  • enhance the civil and economic security of those at home through open and accountable institutions.
